The manufacturers sell directly to the networks/phone shops who then discount them as packages from the subsidies they get from the networks (for maintaining the contracts)
Amazon is probably the best discount source,
And many of the badged phones are not locked anyway, even if they are a nominal 10-20 pounds unlocks them from the network itself if requested – its a requirement. So its not a major cost blocking point in pracice.
Ebay is also another source (usually 50% of list), as many phones are supplied free as contract upg4ades (wanted or not !) and contract mobiles are not usually locked. Hence sold straight on as BNIB (brand new in box) and unlocked as the user is very happy with their existing phone.

Amazon has loads of sim free phones, so does phone 4 u.
I heartily recommend Amazon as a good phone buyer.
